The United States will impose anti-dumping and countervailing duties (” double countervailing duties “) on imports of carbon and alloy steel fixed length plates (CTL plates) and stainless steel strip from China, the International Trade Commission (ITC) issued a final ruling March 3.

The US International Trade Commission (ITC) ruled that the steel products imported from China caused material injury to the US industry. The ITC’s decision means that the US Department of Commerce will formally ask customs to impose “countervailing” duties on these products, as the US Department of Commerce has previously concluded that Chinese exports to the US are being dumped and subsidized.

According to the final determination of the US Department of Commerce, the US Department of Commerce will impose anti-dumping duties of 68.27% and countervailing duties of 251% on Chinese manufacturers exporting CTL panels to the US, two sets of anti-dumping duties of 63.86% and 76.64%, and two sets of countervailing duties of 75.6% and 190.71% on Chinese manufacturers exporting stainless steel panels and strips to the US.

In February this year, a relevant official of the Ministry of Commerce of China made a statement regarding the final ruling of the US investigation on Chinese steel products, expressing strong dissatisfaction with the US approach and decision, and saying that it will take necessary measures to safeguard the fair rights of enterprises.

In 2015, the US imported $70.3 million of CTL plate and $302 million of stainless steel strip from China, according to the US Department of Commerce.
